We might stop talking about the conflict in Iraq as "war", since we do not even call the captured "warriors", among other things. Or sweeping a two-generation effort in Afghanistan into "GWOT".
"Prolonged, violent nation building" comes to mind, both in general and in an election year.
(Recall that Rumsfeld's misison objectives for OIF included 'setting the conditions for democracy to emerge'. hummm.... )
