John McCain never called for Rumsfeld's resignation and never used the words "Rumsfeld strategy" in realtime. What he makes up on the stump is another thing.
In fairness, I will note that McCain was among the very, very few who voted against General Casey's confirmation to Chief of Staff of the Army.
Still, his opposition was muted and singularly unconfrontational, with the exception of his fine moments questioning Rumsfeld during the very first Abu Ghra'ib hearings.
