Why can't Administration officials just say what they want to do? If they want to monitor every call in-and-out of Pakistan, why don't they suggest it, so that people can come up with ways to curb abuses of the same and monitor the effectiveness of the programs, so we know that they are not running amok or creating taxpayer dead-weight in pursuit of ideological talking-points?
