Look Ma, No FISA!

Wow, amazing. Knowing that they can be legally wiretapped, the mafia still get caught by law enforcement. In other words, no double-super-secret tradeoff between liberty and security appears to exist, even for the most vexing 'networks':

So, remind me why we need a double-super-secret program to monitor "the terrorists".

Why can't Administration officials just say what they want to do? If they want to monitor every call in-and-out of Pakistan, why don't they suggest it, so that people can come up with ways to curb abuses of the same and monitor the effectiveness of the programs, so we know that they are not running amok or creating taxpayer dead-weight in pursuit of ideological talking-points?
