CIA probably didn't intentionally traffic drugs to black folks or inner cities, as a stand-alone mission objective. However, it is entirely possible that the GOP's Reagan-era zeal got the CIA directly involved with those, like the Contras, who were trafficking drugs to the US, to some dealers here who started producing incredibly debilitating "crack-cocaine".

In other words, turning a blind eye to drug trafficking in the inner cities was part of focusing on the greater good of beating back Communism, according to the GOP playbook.
