Obama is coasting, I wrote, after his Potomac wins. There are signs of a bit of a second wind in this, however; picking up one of his ideas - a big idea - and using it to broaden and deepen his message, appeal, likability, and expanding what people know about him. It's the hardest thing in the world to change a winning formula just after a "win", but that is when to do it, quite often.
Better political historians than I will know whether change came before or after "reform", more often as the result of emerging consensus or as a long-overdue reform of the old-school ways.
However you weigh it, there is possibly a stronger case to be made than the one Obama is making here:
