Mathematicians are probably going to make Petreaus regret that phrase.
I think he might have been looking for the stochastic calculus, but honestly meaning something more like a game theory (which is probably the non-linear complexity that Crocker describes as obtaining inside Iraq).
Anyway, we can concur there is "no light-switch to turn on".
Why? Iraqi electricity runs ... sporadically, if at all. (ba-da-boom!)
