It can probably be done politically, but if any of the parts get stripped out in conference or otherwise, it's a mess (it's a deal that only makes sense as a package).
Mandating the purchase of a bogus-by-definition financial product, "insurance", doesn't quite seem like 'universal care', but I'll smile and go along, for now.
