If you thought that a Constitution was a document of some import, you'd be confused to find that, in New Jersey, almost all parties, politicians, and constituencies are convinced that a constitutional amendment is the only thing that can force fiscal discipline.
I sense a bad precedent, because it substitutes rules for Statesmanship - and provides no funding mechanism, that I can see, so it's impact is not cushioned in a sensible way.
