Why can't laws be written well?

Readers here will know that I have a pet peeve for provisions in the tax code that are legislated as dollar amounts, rather than ratios related to economic factors or figures to be adjusted-for-inflation, etc.

Here comes more on how Government Agencies don't get forced by Congress to follow ... the laws of economic efficiency, maybe:

From HR1

"(1) In general.—For the costs of State administrative expenses associated with carrying out this section, the Secretary shall make available $150,000,000 in each of fiscal years 2009 and 2010, to remain available through September 30, 2012, of which $4,500,000 is for necessary expenses of the Food and Nutrition Service for management and oversight of the program and for monitoring the integrity and evaluating the effects of the payments made under this section."

Why aren't these agencies managed on an expense ratio basis or some other business metric, rather than just given a dollar-figure for salaries?

Maybe I misunderstand, but ...
