In the burgeoning information age, one could get behind the effort to resurrect the OTA.
Here is the archive of their work, online. It includes such things as tackling "HIV in the Workplace" in 1991.
Such a resurrection will no doubt rile the no-waste-in-Government crowd, but it may also be that the tremendous rise of the internet facilitates a whole new audience and demand for this kind of analytical work.
