In statements supporting and praising the President's judgment, GOP hopefuls Giuliani and Thompson implied that they would be happy to continue Bush's approach to managing the Executive and manhandling the Judiciary.
Bush had Cheney organize an Office of Special Plans Policy Enforcement, that ensured that "policy" was more important than independent, professional judgment - a phenomenon, of course, that is to be punished politically, by tipping off journalists to covert status, if necessary, according to Bush's "Harvard Rules" for good governance, apparently. Few don't realize, by now, that Cheney/Bush/Rumsfeld were all derelict in their duty, having put their focus on 'getting action' rather than on being prepared.
Thompson believes that a good American like Libby ought to be allowed to lie from time-to-time in the midst of a serious investigation about National Security, and get a pass for it. Of course, lying is not an "underlying" problem. Apparently, all those years on Law and Order didn't improve his sense of right and wrong.
Giuliani, ever the prosecutor, believes that, once prosecutors "know" who committed a crime, their job is apparently over. So much for collecting evidence and building a case. Giuliani is Bush all over again: Once we "know" that Saddam is a bad guy, that's the 'underlying crime'.
update: adding Romney, alongside Giuliani and Thompson.
