Bush uses recess appointment for Ambassador to Belgium, Sam Fox.
Is there no perogative of power on which this Administration will exercise self-restraint? Honestly, until the Congress actually turns the lights out in the WH, via the judiciary or appropriations, nothing is going to stop business-as-usual.
Mark Stein points out that the electorate's anxiety meter is rising, accordingly.
