Missing the Forest for the Trees

We fight two "wars" and start-up a whole new government arm called "Homeland Security" (not to mention an increase in the size of the standing army and hopes for a civilian readiness corps, adjunct to the National Guard).

Wouldn't we expect revenues would have to increase, accordingly, other things being equal?

Therefore, lauding flat revenues might be missing the forest for the trees.
